Too tight and Too loose... ?

For some reason these fit so weird. This is one of... maybe 7ish Gymshark leggings I have, al XL or XXL and these are the only one with this material. But it's too loose around my waist and too tight on my legs. It seems like the fabric is maybe only a two way stretch instead of a 4 because they're hard to put on and feel more restrictive than my o...
