Waistband is way too tight

The hip area is great but PLEASEEE stop making the waistband so tight. My waist is 28inches and hips are 39 - I don’t know how my measurements are small when the waistband is too tight. Waistband too long/seam fits weird

Had to return the medium for a large. The waistband on both I find too thick and it sits awkwardly in your midsection. It almost seems like you’re supposed to fold them over. I should have returned all together instead of exchanging for bigger size.
